Unfortunately there is not a manufacture date anywhere on there that I can find, however I think it is one of the later models. Relay boxes are used by city carriers whose routes walk from a post office, and do not use a truck. Another driver leaves mail for later on the route in the relay box, so the carrier can refill their mailbag without returning to the post office.
